Sanford City Council is considering a System Development Fee ordinance.
If passed, the ordinance would assess a one-time charge when a customer taps onto the water/sewer system. The fee is set to recover a proportional share of capital costs incurred to provide service availability and capacity, which is authorized under North Carolina General Statute 162A Article 8.
This fee would be in addition to existing water and sewer tap fees. The City of Sanford staff recommendation is to charge this fee at the time the water and/or meter is placed and to not charge the fee prior to July 1, 2022.
This recommendation is based on a system development fee report prepared by independent consultant Raftelis Financial Consultants, Inc. Read the report here. Exhibit 4 (page 6) explains the maximum cost justified for the various sizes of meters.
Public input: A public hearing on this ordinance will be held on June 7, 2022 for public input. Sanford City Council will vote on the final fee amount (per meter size) and the effective date of the fee the same night following the close of the public hearing.
