System Development fees are one-time charges assessed to new water and/or wastewater customers, or developers or builders to recover a proportional share of capital costs incurred to provide service availability and capacity for new customers. North Carolina General Statute 162A Article 8 provides for the uniform authority to implement system development fees for public water and wastewater systems in North Carolina. Please see the City of Sanford – System Development Fee Final Report prepared by an independent consultant, Raftelis Financial Consultants, Incorporated. See Exhibit 4 of the report for the maximum cost justified for the various sizes of meters. Staff’s recommendation is to charge this fee at the time the water and/or meter is placed and to not charge the fee prior to January 1, 2021. The final fee amount (per meter size) and the effective date of the fee is scheduled to be voted on by Council in July 2020. A public hearing on this will be held on July 7, 2020 for public input prior to the ordinance being voted on by Council later in July.
