Notice of Public Hearing for Proposed Riverbirch Redevelopment Opportunity

Sanford City Council is considering the opportunity to participate in the cost of an economic development project with Casto-CCM Sanford Owner, LLC.

Casto-CCM Sanford Owner, LLC, proposes to redevelop the Riverbirch Shopping Center, a blighted commercial property inside Sanford’s city limits. Council has the opportunity to participate in the cost of the project, which consists of an investment of approximately $64 million. The City of Sanford’s share of the cost would be approximately $4 million over the 5-year life of the project.  

Casto-CCM Sanford Owner, LLC, proposes it will redevelop the blighted property and deliver a Target, and at least 62,000 square feet of retail space including a “new to market” regional grocery store acceptable to Target, to be developed, which will stimulate the local economy, promote additional business activity, create new job opportunities, add to the tax base, increase sales tax revenue, revitalize Sanford’s retail economy, and improve the business prospects of the City.

A public hearing on the proposed economic redevelopment incentive investment for this project will be held on Tuesday, September 16, 2025, at 6 p.m., or as soon thereafter as the matter can be reached on the meeting agenda, in the Council Chambers of the Sanford Municipal Center, located at 225 E. Weatherspoon Street in Sanford, North Carolina.
