Sanford City Council will hold a public hearing on Tuesday, May 23 at 4:00 p.m. in the Buggy Conference Room of the Buggy Company Building to receive public input prior to entering into a contract with an outside agency to manage the Downtown Sanford Municipal Service District.
In September 2015, the General Assembly amended NCGS 160A Art. 23 subjecting municipalities to additional requirements when contracting with an outside agency to “provide services, facilities, functions or promotional and development activities” for a municipal service district. The change requires a municipality to solicit input from MSD residents and property owners before requesting qualifications and selecting an outside agency.
To comply with the new legislation, the City conducted an online survey of MSD property owners, business owners, and residents. The survey results were presented at the April 4, 2023, Council workshop. The City published a request for qualifications based on the results of the survey on April 28, 2023.
The final step before choosing an agency to manage the Downtown Sanford MSD is to hold a public hearing so that property owners, business owners, and residents have the opportunity to make comments and suggestions.
