Street Resurfacing
The City's goal is to resurface streets once every twelve years if funding is available.  The average life of a street is twelve to fifteen years.
Patching
The city is responsible for the maintenance of city maintained / owned streets.  However, when city services such as water or sewer work requires an excavation of a state maintained streets, the city will patch the work site.
Curb and Gutter
Initial installation of curb and gutter on city maintained streets is at the request and expense of the property owner.  An interested property owner should call 775-8326 for curb and gutter specifications.  The city provides maintenance on existing curb and gutter as needed.
Sidewalks
The city does not participate in the cost of new sidewalk installation.  The city will assist an interested property owner in the identification of a contractor to install a new sidewalk, or administer a petition assessment for sidewalk installation when multiple property owners are requesting the installation of a new sidewalk.  The property owner(s) will be responsible for the entire cost of a new sidewalk.  The city will maintain all existing sidewalks located in the city right-of-way.
Drainage Ditches
The city maintains drainage ditches located in the city right-of -way to ensure the proper removal of water from city maintained streets.  Good water drainage prolongs the useful service life of city maintained streets.
Driveway Drainage Pipe
Drainage Pipes and Structures located within the city right-of-way shall be to the city engineer's recommendation, city specification and under city inspection.  Call 775-8326 for questions about driveway drainage pipe or to request a driveway drainage pipe installation cost estimate.  The city will install driveway drainage pipe purchased from the city by the property owner.  Additionally, the city will maintain driveway drainage pipe located in the city right-of-way that meets established city specifications: properly sized reinforced concrete pipe (RCP).
Street Name Markers
The city maintains all existing street name markers located within the city limits of Sanford.  Street name markers for new streets in the city limits must be purchased by the developer.
Traffic Signals
The city owns and maintains traffic signals located at the intersections of Vance and Wicker, Gulf and Wicker, Steele and Wicker, Oakwood and Bragg, & Charlotte and Oakwood.  The city has contracted with the state to perform minor maintenance on state owned traffic signals: replacement of burned out signal bulbs.
Street Sweeping
The city sweeps streets with curb and gutter on a regular basis.
Street Lights
On city maintained streets, the city has street lights installed at every intersection and every 400 to 600 feet on streets where there are at least three occupied buildings between street lights.  A street light is also required on a dead-end street that is over 400 feet long or has at least three houses on lots facing the street.  Additionally, the city may have additional street lights installed if such lighting is needed in sharp curves that may create a safety hazard for motorist.
Traffic Signs
The city places and maintains traffic signs on city maintained streets that meet requirements of the Manual on Uniform Traffic Control Devices (MUCTD) and the North Carolina Department of Transportation (NCDOT).  To avoid sign pollution, the city only erects traffic signs that are necessary to provide a safe travel environment for pedestrians, bicyclist and motorist.
Holiday Decorations
The city installs and removes holiday decorations in the central business district.  Decorations will not be installed earlier than November 1st and they will be removed by January 15 under normal circumstances.
Parades
In the event of a parade or street closing, a plan should be submitted to the city engineer for approval 60 days prior to the event date.  The city will furnish and place signs and barricades for such events.
