[ARCHIVED] City of Sanford Responds to Executive Order No. 124

On March 31, 2020, Gov. Roy Cooper issued Executive Order No. 124 "Assisting North Carolinians by Prohibiting Utility Shut-Offs, Late Fees, and Reconnection Fees..." to protect North Carolinians affected by the coronavirus (COVID-19) pandemic. 

The order prohibits utilities from terminating services for lack of payment through the end of May, unless extended. It also prohibits utilities from charging interest or late fees on payments in arrears. Lastly, it establishes a six-month period, at the end of the State of Emergency, to make payment arrangements for any bills in arrears. There are also provisions regarding evictions and foreclosures.

The City of Sanford enacted a policy on March 18, 2020 that suspended disconnections due to non-payment during the pandemic. In response to Executive Order No. 124, the City will uphold the following provisions:

  • Residential customer service disconnections for nonpayment are suspended for 60 days as of March 31, 2020. 
  • Late fees and penalties on residential customer accounts due to late payments or nonpayment will not be imposed for 60 days as of March 31, 2020.
  • During the 60-day period, customers are encouraged to make reasonable attempts to pay to reduce the amount owed and provide protection from the financial stress of a large balance due later.
  • By customers’ requests, payment plans will be available to all residential customers seeking extensions on bills accumulated during the 60-day period. Customers shall have at least 6 months to pay any balances accumulated during the 60-day period.
  • For active accounts with services disconnected due to late payments or nonpayment prior to March 31, 2020, service will be reconnected after account balance is paid in full.

Please note that no provision in the Executive Order relieves customers of their obligation to pay bills for receipt of utility services.
